Procurement/Material Engineer (Senior Buyer)
Job Location: Jubail, Saudi Arabia
Experience: Minimum 10 years of experience in Oil, Gas, or Petroleum industry
Education: B. Sc in Engineering or equivalent degree
Position Overview:
The Senior Buyer is responsible for purchasing goods, materials, and services necessary for the company’s operations, ensuring quality, cost-efficiency, and timely delivery. This role requires deep knowledge of procurement processes, including planning, sourcing, negotiation, and supplier management, specifically within the Oil & Gas or Petroleum industry. The Senior Buyer will work closely with project teams to ensure procurement milestones are met, and supply chain continuity is maintained.
Key Responsibilities:
Procurement Monitoring and Compliance: Ensure procurement activities are aligned with company practices and policies by verifying all stages of procurement.
Use of E-Sourcing Tools: Utilize tools such as e-RFI and e-RFQ for e-Sourcing.
Supplier Identification: Identify and engage suppliers capable of fulfilling the company’s procurement needs while considering price, quality, and delivery timelines.
Procurement Scheduling: Plan and schedule procurement activities in alignment with project schedules, particularly for critical equipment and materials.
Material Purchase Management: Purchase goods, materials, components, or services based on predefined quality, cost, and delivery targets.
Team Coordination: Communicate material delivery schedules and address any delays impacting project timelines.
Supplier Performance Management: Address supplier performance issues, collaborating with suppliers to resolve concerns promptly.
Supplier and Market Knowledge: Maintain up-to-date knowledge of suppliers and market trends, ensuring the best sources are identified.
Material Needs Analysis: Assist in determining overall material needs and present opportunities for supply chain improvement to procurement managers.
Procurement Plan Development: Help develop procurement plans and ensure they align with project schedules and business objectives.
Problem Resolution: Assist in resolving procurement challenges related to materials and equipment.
Reporting and Documentation: Prepare procurement-related reports and updates as required.
Collaboration for Continuous Improvement: Work closely with internal teams to identify opportunities for process improvements and cost-saving initiatives in procurement.
Contract Negotiation: Negotiate contracts, improve supplier pricing, and review opportunities for business savings using procurement best practices.
Supplier Research: Conduct market research to identify new suppliers and components that meet project needs.
Required Skills and Qualifications:
Educational Background: Bachelor’s Degree in Engineering or a related field.
Work Experience: Minimum of 10 years of experience in procurement/materials management within the Oil, Gas, Petrochemical, Hydrocarbon, Refinery, Offshore, or Infrastructure sectors.
Industry Knowledge: Thorough understanding of procurement and materials practices, economic principles, international codes, standards, procedures, and specifications relevant to the oil & gas sector.
Procurement Skills:
Proven experience in project purchases and material management on large projects.
Proficiency in using e-sourcing tools and systems such as Ariba.
Strong negotiation and vendor management skills.
Experience with long lead-time materials and priority item procurement.
Certifications: CIPS (Chartered Institute of Procurement & Supply) or a similar procurement qualification is preferred or currently working towards obtaining it.
Technical Skills: Advanced computer literacy with proficiency in Microsoft Excel and other procurement management software.

Additional Information:

A candidate who has worked with international suppliers and has knowledge of global procurement trends will be preferred.
