HSE OFFICER - Health, Safety, And Environmental.(NEBOSH IGC, Or Saudi Aramco-approved)
Key Responsibilities:
• Implement, monitor, and enforce the company’s Health, Safety, and Environmental (HSE) policies
and procedures in accordance with Saudi regulations, project requirements, and international
standards (e.g., OSHA, ISO 45001, ISO 14001).
• Ensure compliance with all applicable statutory requirements, client HSE specifications, and
contractual obligations.
• Conduct daily site inspections to identify unsafe acts, unsafe conditions, and potential hazards, and
ensure timely corrective actions.
• Monitor high-risk activities such as lifting operations, hot work, confined space entry, work at height,
and heavy equipment movement to ensure safe execution.
• Ensure the proper use of PPE and enforce safety rules and regulations among all workers,
subcontractors, and visitors.
• Prepare and review Method Statements, and Risk Assessments for all site activities.
• Identify potential environmental and occupational health risks and recommend preventive
measures.
• Promote HSE Awareness through Toolbox Talks (TBT), inductions, training sessions, campaigns,
discussions, and emails, collaborating closely with all relevant departments.
• Report, investigate, and document all incidents, near misses, and unsafe conditions as per company
procedures.
• Ensure root cause analysis and corrective/preventive measures are implemented to avoid
recurrence.
• Conduct HSE inductions for all new employees, subcontractors, and visitors.
• Organize and deliver toolbox talks, safety meetings, and emergency drills.
• Maintain site emergency response plans and ensure readiness for fire, medical, and environmental
emergencies.
• Coordinate with site emergency teams, first aiders, and firefighting personnel during drills and actual
emergencies.
• Monitor environmental aspects such as waste management, spill control, noise, and dust emissions
to ensure compliance with environmental standards.
• Maintain up-to-date HSE records including inspection reports, training logs, incident registers, and
safety statistics.
• Prepare and submit daily, weekly, and monthly HSE reports to the Project HSE Manager.

• Liaise with client representatives, consultants, and subcontractors on HSE matters.
• Participate in coordination meetings to address safety concerns and promote a positive safety
culture.
• Generate necessary HSE documentation like Risk Assessment, Method Statement, PTW, etc. for
projects in alignment with project requirements, in collaboration with the project team.
• Develop and facilitate HSE risk assessments for both routine and non-routine activities, consulting
with the project team to ensure comprehensive coverage.
• Foster a behavioral-based safety culture within the organization through regular safe job
observations and safety inspections.
• Review HSE records and documents to ensure that contractor labor on-site adheres to HSE
procedures. Report deficiencies to the HSE Manager.
• Monitor site activities daily, issue non-compliance reports, and submit these to the HSE Manager.
• Engage in weekly, monthly, and executive meetings to discuss project progress and HSE issues.
• Investigate accidents and incidents, preparing detailed reports on findings and recommendations for
future prevention.
• Review subcontractor HSE plans and verify compliance before work starts.
• Monitor third-party crane, forklift, and lifting gear and other certifications.
• Verify manpower training and competency.
Qualifications:
• NEBOSH IGC, or Saudi Aramco-approved safety certification.
• Bachelor’s degree/ Engineering
• Minimum 3-5 years of experience in a HSE role.
Key Skills:
• Strong understanding of local and international HSE regulations, standards, and best practices.
• Incident and observation reporting.
• Excellent in Documentation. Proficiency in MS office and incident reporting tools.
• Strong communication and interpersonal skills.
• Fluent in English and Hindi (mandatory); proficiency in Arabic is an advantage.
