Position Title: Work Permit Receiver / WPR

Department: HSE / Operations / Site Execution

Location: Saudi Arabia – Aramco Project Site

Reports To: Site Supervisor / Construction Manager / HSE Manager

Job Purpose

The Work Permit Receiver (WPR) is responsible for receiving, understanding, implementing, and closing work permits in accordance with Saudi Aramco Work Permit System requirements and project HSE procedures. The WPR ensures that all work activities are carried out safely, with proper hazard controls, isolation, communication, and permit compliance before and during job execution.

Saudi Aramco contractor WPR candidates are generally required to have sufficient site experience, hazard-recognition ability, and valid WPR-related training/certification; third-party training providers commonly list prerequisite courses such as Hazard Recognition and Control, Confined Space Entry, and Lock Out/Tag Out before WPR certification.

Key Responsibilities

The Work Permit Receiver will be responsible for:

Receive and review work permits from the authorized Permit Issuer before starting any activity.

Understand the scope of work, location, hazards, precautions, isolation requirements, and permit conditions.

Ensure all applicable sections of the work permit are properly completed before work begins.

Conduct toolbox talks and communicate permit conditions, hazards, and safety precautions to the work crew.

Verify that required controls are in place, including barricades, signage, PPE, fire watch, gas testing, standby man, and emergency arrangements.

Coordinate with Permit Issuer, Site Supervisor, HSE team, Operations, and other concerned departments.

Ensure work is performed only within the approved permit scope, location, date, and validity period.

Stop work immediately if unsafe conditions arise or if permit conditions are violated.

Ensure proper implementation of LOTO, confined space entry, excavation, hot work, cold work, and other permit-related requirements.

Maintain the permit at the job site and protect it from damage or loss.

Monitor the job site continuously to ensure compliance with Saudi Aramco and company HSE standards.

Notify the Permit Issuer regarding job progress, suspension, extension, or completion.

Ensure the work area is cleaned, safe, and returned to normal condition after completion.

Close the permit properly after work completion and return it to the authorized issuer.

Report near misses, unsafe acts, unsafe conditions, and incidents immediately.

Support site audits, inspections, and safety walkdowns when required.

Some contractor job postings for Aramco-approved WPR roles specifically mention initiating and completing permit sections, supervising permitted work, notifying the issuer of progress/completion, preserving the permit, and arranging required resources such as a standby man for confined space entry.

Required Qualifications

Minimum Education:

High school diploma / technical diploma preferred.

Experience:

Minimum 3–5 years of experience in oil & gas, construction, maintenance, shutdown, industrial, or Saudi Aramco project environments.

Certification / Training:

Valid Saudi Aramco WPR certification or eligibility to attend/pass WPR certification. Preferred prerequisite training includes:

Hazard Recognition and Control

Confined Space Entry

Lock Out/Tag Out

H2S Awareness

Fire Watch / Hole Watch, if applicable

First Aid, preferred

Required Skills

Good knowledge of the Saudi Aramco permit-to-work system.

Ability to identify workplace hazards and ensure proper controls.

Familiarity with hot work, cold work, confined space, excavation, lifting, electrical, and mechanical isolation permits.

Strong communication skills with supervisors, workers, HSE team, and permit issuers.

Ability to conduct toolbox talks and explain permit conditions clearly.

Good understanding of PPE, gas testing, barricading, LOTO, and emergency procedures.

Ability to stop unsafe work and report violations immediately.

Basic English communication; Arabic/Hindi/Urdu communication is an advantage, depending on the workforce.
