**Position:** HVAC Engineer – Hard Services

**Location:** MASAR Destination, Makkah, KSA

**Reports to:** Hard Services Manager / Assistant Hard Services Manager

**Direct Reports:** HVAC Supervisors, Technicians, Chiller/Plant Operators & Assistant Technicians

Job Purpose

Responsible for the technical management, safe operation, maintenance and performance of all HVAC, chilled-water, ventilation, smoke extraction and air-movement systems, ensuring high system availability, statutory compliance, energy efficiency and achievement of contractual SLA/KPI requirements.

JKey Responsibilities

* Manage operation and maintenance of **central chilled-water plants**, including water/air-cooled chillers, cooling towers, primary/secondary pumps, heat exchangers, pressurisation systems and associated equipment.

* Manage **AHUs, FAHUs, FCUs, DX/package units, VFDs, ductwork, ventilation, jet/purging/make-up air, stair/elevator pressurisation and smoke extraction systems**, including interfaces with Fire & Life Safety systems.

* Operate and analyse **BMS** alarms, trends, set-points, schedules and HVAC performance data; troubleshoot plant/system faults and optimise operation.

* Maintain minimum **99% HVAC/air-movement system availability**, achieve contractual reactive-maintenance response/rectification requirements and ensure minimum **95% PPM completion plus 100% carried-over tasks**.

* Develop and execute PPM programmes in line with **SFG20, OEM recommendations, asset criticality and warranty requirements**; implement condition-based/predictive maintenance.

* Manage reactive, corrective and emergency HVAC maintenance, including chiller trips, pump/motor/VFD/control failures, refrigerant leaks, flooding, cooling loss and smoke-extraction failures.

* Manage chilled/condenser-water treatment, chemical dosing, Legionella/microbiological testing, indoor air quality, refrigerant management and statutory inspection/certification.

* Monitor HVAC energy consumption, **chiller kW/TR, delta-T, cooling-tower performance** and identify energy-saving/continuous-improvement opportunities.

* Maintain CAFM asset registers, PPM/work-order records, downtime logs, statutory records, condition surveys, lifecycle recommendations and critical spare inventory.

* Prepare/review **RAMS, PTW, LOTO and HSE controls** and ensure compliance with Saudi codes, international standards, QA/QC requirements and OEM instructions.

* Supervise HVAC subcontractors/OEMs, water-treatment providers and specialist contractors; verify workmanship, materials, testing, commissioning and warranty compliance.

* Manage HVAC manpower, shifts and **24/7 plant coverage**; train, mentor and assess supervisors, technicians and plant operators.

* Prepare daily/weekly/monthly technical and performance reports and support NCR/CAR close-out, audits and inspections.

* Identify **out-of-scope, DLP/warranty, design, third-party damage and lifecycle/capital replacement works** and provide technical evidence for variations, avoiding incorrect cost/KPI attribution.

* Coordinate with Hard FM disciplines, CAFM/Helpdesk, QHSE, Procurement, Stores, Managing Agent, Client and relevant authorities.

Minimum Requirements

* Bachelor's Degree in **Mechanical Engineering / HVAC / Refrigeration & Air Conditioning**.

* **Minimum 10 years' HVAC O&M experience**, including at least **5 years in a supervisory role within critical facilities**.

* Minimum **3 years' GCC critical-facility experience**.

* Strong hands-on experience with **central chilled-water plants, large air-distribution and smoke-extraction systems**.

* Valid **Saudi Council of Engineers (SCE)** registration or eligibility to register.

* Strong knowledge of **BMS, CAFM/Maximo, AutoCAD and MS Office**.

* Working knowledge of **SFG20, ASHRAE, refrigerant/F-Gas requirements and ISO 9001/14001/45001/41001**.

* **NEBOSH IGC / IOSH Managing Safely or equivalent** preferred/required, with PTW, RAMS, LOTO, confined-space and work-at-height knowledge.

* **Fluent English and working Arabic proficiency** for client/authority interaction.

* Valid KSA work authorisation and eligibility for MASAR/Haram Area site-access requirements.
