HSE Officer – Saudi Aramco Approved SCE

Job Summary

We are looking for an experienced HSE Officer with Saudi Aramco project experience and valid Saudi Council of Engineers (SCE) registration. The candidate will be responsible for implementing and monitoring Health, Safety and Environmental requirements at the project site and ensuring compliance with Saudi Aramco, client and project HSE standards.

Key Responsibilities

Implement and monitor project HSE policies, procedures and safety requirements at site.

Ensure compliance with Saudi Aramco HSE standards, project specifications and applicable Saudi regulations.

Conduct daily site inspections and identify unsafe acts, unsafe conditions and potential hazards.

Conduct toolbox talks, safety briefings and awareness sessions for employees and subcontractors.

Monitor Permit to Work (PTW), Job Safety Analysis (JSA), Risk Assessments and related safety documentation.

Ensure proper implementation of PPE requirements and safe working practices.

Monitor high-risk activities including lifting, scaffolding, excavation, hot work, confined space, work at height and electrical activities.

Investigate incidents, near misses and unsafe occurrences and assist in preparing reports and corrective actions.

Conduct HSE audits, inspections and observations and follow up on corrective/preventive actions.

Coordinate with construction, engineering, QA/QC and project management teams on HSE matters.

Monitor emergency preparedness, fire prevention, first-aid arrangements and emergency response requirements.

Maintain HSE records, inspection reports, training records, incident reports and safety statistics.

Stop unsafe work where there is an immediate risk to personnel, equipment or the environment.

Promote a strong safety culture among employees, contractors and site personnel.

Support client and Saudi Aramco HSE inspections and close-out of observations.

Prepare daily, weekly and monthly HSE reports as required.

Required Qualifications & Experience

Diploma or Bachelor's Degree in Engineering, HSE, Safety or a related discipline.

Minimum 5–8 years of relevant HSE experience in Oil & Gas, Petrochemical, Refinery, EPC or Construction projects.

Proven Saudi Aramco project experience is mandatory.

Saudi Aramco Approved HSE Officer / Safety Officer status is highly preferred or required as per project requirements.

Valid Saudi Council of Engineers (SCE) registration is mandatory.

NEBOSH IGC / IOSH or equivalent HSE certification is preferred.

Strong knowledge of Saudi Aramco safety requirements, PTW, JSA, risk assessment and site safety procedures.

Experience working in major EPC projects is preferred.

Good communication and reporting skills.

Ability to work independently in a demanding project/site environment.

Candidates currently available in Saudi Arabia and able to join immediately or on short notice are preferred.
