HSE Professional / HSE Engineer

Experience : 7+ Years of Relevant HSE Experience

Education : Bachelor’s Degree in Engineering from a recognized university

Position Summary

We are seeking an experienced and qualified HSE Professional with a minimum of 7 years of relevant experience in Health, Safety and Environment management. The successful candidate will be responsible for implementing, monitoring, and continuously improving HSE systems, procedures, and practices in accordance with applicable Saudi regulations, international standards, and organizational requirements.

The candidate should have strong knowledge of HSE management systems, risk assessment, incident investigation, audits, emergency preparedness, environmental controls, and regulatory compliance, with proven experience in implementing ISO 45001 requirements.

Key Responsibilities

Develop, implement, and maintain Health, Safety and Environmental (HSE) policies, procedures, plans, and programs.

Ensure compliance with applicable Saudi Arabian HSE regulations, legal requirements, client requirements, and international standards.

Conduct regular HSE inspections, audits, site walks, and compliance assessments.

Identify workplace hazards and conduct Risk Assessments, Job Safety Analysis (JSA), and Job Hazard Analysis (JHA).

Develop and monitor HSE Performance Indicators (KPIs) and prepare periodic HSE reports.

Lead and participate in incident, accident, near-miss, and unsafe-act/condition investigations, including root-cause analysis and corrective actions.

Monitor implementation of corrective and preventive actions (CAPA) and ensure timely closure.

Conduct and coordinate toolbox talks, HSE inductions, training, awareness programs, and emergency drills.

Ensure effective implementation of Permit to Work (PTW), Lockout/Tagout (LOTO), working at height, confined space, lifting operations, hot work, excavation, and other critical safety procedures.

Support the development and implementation of Emergency Response Plans and Emergency Preparedness Programs.

Conduct internal HSE audits and support external/client audits and regulatory inspections.

Assist in the implementation, maintenance, and continual improvement of the ISO 45001 Occupational Health & Safety Management System.

Review HSE documentation, method statements, risk assessments, inspection checklists, and safety plans.

Monitor contractor and subcontractor HSE performance and ensure compliance with project and company requirements.

Promote a strong safety culture and proactive HSE behavior throughout the organization.

Maintain accurate HSE records, documentation, registers, reports, and compliance records.

Coordinate with management, project teams, employees, contractors, and clients regarding HSE matters.

Identify opportunities for continual improvement in HSE performance and management systems.

Required Qualifications

Bachelor’s Degree in Engineering from a recognized institution.

Minimum 7+ years of professional experience in HSE / Health & Safety / Environment, preferably within construction, industrial, infrastructure, oil & gas, manufacturing, or related sectors.

Valid Saudi Council of Engineers (SCE) registration/membership.

NEBOSH qualification/certificate.

IOSH certification.

OSHA certification/training.

ISO 45001 Lead Auditor Certificate.

Valid Competency Certificate for ISO Lead Auditor, demonstrating competence in conducting and managing ISO management-system audits.

Strong knowledge of HSE management systems and international safety standards.

Good understanding of Saudi Arabian HSE legislation and regulatory requirements.

Candidate Profile

The ideal candidate will be a professionally qualified HSE Engineer/Professional with 7+ years of experience, a Bachelor’s Degree in Engineering, valid Saudi Council of Engineers registration, and recognized HSE certifications including NEBOSH, IOSH, OSHA, and ISO 45001 Lead Auditor. The candidate must also possess a valid ISO Lead Auditor Competency Certificate and demonstrate practical experience in implementing and auditing HSE management systems.
