Job description

We are seeking a qualified and proactive HSE & Quality Officer to join our construction project near Madinah, KSA. The successful candidate will be responsible for implementing, monitoring, and maintaining Health, Safety, Environmental (HSE), and Quality Management Systems to ensure compliance with project requirements, company standards, client specifications, and Saudi regulations.

Key Responsibilities

Health, Safety & Environment (HSE)

Implement and maintain site HSE policies, procedures, and objectives.

Conduct regular site safety inspections and risk assessments.

Monitor compliance with Saudi regulations, project safety requirements, and company HSE standards.

Conduct safety inductions, toolbox talks, and awareness training programs.

Investigate accidents, incidents, near misses, and unsafe conditions, and prepare detailed reports.

Monitor the correct use of PPE and ensure safe work practices across all site activities.

Coordinate emergency response drills and preparedness activities.

Maintain HSE records, permits, inspection reports, and statutory documentation.

Promote a positive safety culture and continuous improvement.

Quality Assurance & Quality Control (QA/QC)

Implement and monitor project Quality Management System (QMS).

Conduct quality inspections and audits to ensure compliance with project specifications and standards.

Monitor construction activities to verify workmanship and material quality.

Review Inspection and Test Plans (ITPs), Method Statements, and quality documentation.

Coordinate material inspections, testing activities, and NCR (Non-Conformance Report) management.

Ensure corrective and preventive actions are implemented effectively.

Prepare quality reports and maintain project quality records.

Liaise with clients, consultants, and project teams regarding quality matters.

Qualifications & Experience

Bachelor's Degree or Diploma in Occupational Health & Safety, Engineering, Quality Management, or a related field.

Minimum 5 years of experience in HSE and Quality roles within construction projects.

Experience working on infrastructure projects in GCC countries is preferred.

Professional certifications such as NEBOSH, IOSH, OSHA, ISO 9001, ISO 45001, or equivalent are desirable.

Strong understanding of Saudi Arabia construction safety regulations and quality standards.

Proficiency in Microsoft Office and reporting systems.

Required Skills

Excellent knowledge of HSE regulations, risk assessment, and incident investigation.

Strong understanding of construction QA/QC processes and documentation.

Ability to conduct audits, inspections, and compliance reviews.

Strong communication and presentation skills.

Analytical problem-solving and decision-making abilities.

Good report writing and documentation skills.

Ability to work effectively with multicultural teams.
