MEP/ CIVIL Quantity Surveyor

A Quantity Surveyor (QS) is the financial and contractual manager of a construction project, essentially serving as the "construction accountant." Their primary goal is to keep a project within budget while ensuring it meets legal, quality, and contractual standards. Depending on the scope of the project, this role is split into two core disciplines: Civil Quantity Surveying and MEP (Mechanical, Electrical, and Plumbing) Quantity Surveying. While both manage project finances, they look at completely different components of a building.

Functional Attributes & Systemic Responsibilities

Whether focused on Civil or MEP works, a Quantity Surveyor manages the entire life cycle of a construction project through the following core responsibilities:

1. Pre-Construction Stage (Estimation & Tendering) Quantity Take-Offs: Extracting and measuring material quantities from blueprints, 2D drawings (AutoCAD/PDFs), or 3D BIM models.

Bill of Quantities (BOQ) Preparation: Creating the highly detailed itemized lists of materials and labor hours required to execute the work.

Cost Estimating & Budgeting: Applying current market rates to the BOQ to establish initial project budgets and cash flow projections.

Tendering & Procurement: Preparing tender packages, floating bids to subcontractors, and performing detailed bid evaluations to find the most commercially viable partner.

2. Construction Stage (Cost Control & Administration)

Progress Valuations: Reviewing the actual physical work done on-site every month to authorize fair interim payments to contractors.

Variation & Change Order Management: Quantifying and pricing design changes or unexpected site conditions to determine how they affect the baseline budget.

Value Engineering: Collaborating with design teams and engineers to suggest alternative materials or systems that save money without compromising safety or quality.

3. Post-Construction Stage (Project Closure)

Final Accounts: Reconciling all payments, claims, and variations to close the final financial account of the project.

Dispute Resolution & Claims: Managing contractual disputes, evaluating extension-of-time (EOT) claims, and ensuring adherence to standard contract terms (such as FIDIC).

External Relationships

A Quantity Surveyor bridges the gap between technical execution and business reality. They sit dynamically between three major project entities:

The Client (Developer): The QS acts as a financial guardian, ensuring the client gets value for money and doesn't experience unexpected financial overruns.

The Design Team (Architects & Engineers): The QS flag design choices that exceed the budget or cause "clashes" (e.g., an MEP QS identifying an air duct hitting a structural beam) to save costs early.

The Contractors & Subcontractors: The QS acts as a tough but fair negotiator, reviewing invoices, verifying completed installations, and resolving claims fairly according to the contract laws.
